Centers Communaux d'Action Sociale (CCAS) are the embodiment of local public service. Everywhere in France, in mainland France and the overseas territories, they welcome, inform, provide access to basic rights, and support and accompany residents in a spirit of prevention and local social development. Born under the French Revolution, first known as "assistance offices" and then as "social aid offices", the CCAS were strengthened by the first decentralization laws, which made them unique players: original governance, a coordinating role, the power to analyze social needs, and a strong capacity for innovation. Over time, CCASs have adapted and professionalized to implement municipal social policies that have been strongly impacted by the economic, demographic, digital and ecological transitions that have transformed France's social landscape. And in this context, the support needs of our most vulnerable fellow citizens. Strengthened by their public service mission, the CCAS decided in 1926 to turn their territorial diversity into a political force. That was 100 years ago. Since then, the network of communal and inter-communal social action centers has grown in structure, strength and mutual support. Its voice is carried by a national union (UNCCAS) which, in order to play its full part in the public debate, relies on the mobilization of local elected representatives and their CCAS teams in favor of greater solidarity in their territories. The day-to-day work carried out by CCASs, in conjunction with their partners, reflects the issues surrounding social cohesion in our country: essential and demanding. A pledge of modernity and social progress, it is only too eager to be further deployed to meet the challenges of tomorrow.
