Founded in Paris in 1993 based on the vision of Dr. Xavier Emmanuelli, Samusocial has changed the way we view extreme social exclusion: waiting is not enough; we must reach out to those who, at times, no longer ask for anything. On the streets, physical, psychological, and social distress demands an immediate, professional, humane, and coordinated response: listening, providing care, protecting, referring, offering shelter, and then providing long-term support. Samusocial de Paris embodies this social urgency every day. Its mobile teams and its reception, care, shelter, and coordination services work with people who are homeless or in situations of extreme vulnerability, guided by a simple principle: to view each person as a whole, without judgment, without conditions, and without giving up on them. This approach has spread worldwide. Samusocial International, founded in 1998, supports the development of tailored programs in major cities around the world, where exclusion takes different forms but calls for the same approach: street children and youth, isolated women, homeless adults, displaced persons, refugees, or those cut off from protection systems. It promotes an approach grounded in Samusocial’s ethical values and methodological principles: mobility, round-the-clock availability, multidisciplinarity, professionalism, and partnership. The Samusocial International network thus enables the implementation of initiatives for the most marginalized in a dozen countries across four continents. The National Federation of Samu Sociaux, created in 2001, brings together and supports outreach teams and mobile units in France. It standardizes practices, gives voice to those on the ground, and advocates for effective access to fundamental rights. Through these three organizations, a single conviction endures: no life should be reduced to mere survival, amid indifference. Reaching out, building connections, providing care, protecting dignity, and acting with solidarity and fraternity: this is the commitment of Samusociaux. A promise of presence. A promise of humanity.
