COUNCIL OF EUROPE – 25th Anniversary of the CEFR Common European Framework of Reference for Languages Since its adoption in 2001, the CEFR has established itself as the reference framework for language learning and assessment in the 46 member states of the Council of Europe. Used in many education systems, it provides a common scale of proficiency ranging from beginner (A1) to proficient (C2), making it possible to measure progress and recognize language achievements across Europe. Beyond its educational role, the CEFR embodies the belief that linguistic diversity is a source of democratic richness. By promoting multilingualism, it contributes to mobility, inclusion, and the strengthening of dialogue among European citizens.
